Project Scope & Details

This project involves drone-based aerial data acquisition at an industrial plant located in Barbados. The primary objective is to capture high-resolution aerial data suitable for photogrammetry processing, including the generation of orthophotos, 3D models/meshes, and point clouds. The contractor’s scope is strictly limited to the field data acquisition stage, while all post-processing activities will be carried out by the client. Therefore, the quality, accuracy, and completeness of the captured data are critical to ensure successful downstream processing. The contractor shall execute the survey using a high-resolution UAV system capable of delivering photogrammetry-grade data. The operation includes mission planning, aerial data capture, establishment of Ground Control Points (GCPs), and georeferencing of the dataset. The survey must be conducted using two flight methodologies. An orthogonal flight shall be performed for orthophoto generation with a nadir camera angle, while a double-grid flight shall be executed to support 3D model and mesh generation with an oblique camera angle. A minimum image overlap of 80% must be maintained across all flights, with a maximum flight altitude of 90 meters. A minimum of eight Ground Control Points must be established on-site. These points must be clearly visible in the imagery and accurately surveyed to ensure proper georeferencing. The contractor is responsible for recording and submitting GCP data along with the captured dataset. All operations must be conducted in compliance with industrial safety standards. The contractor must ensure that all personnel are equipped with required PPE and that all necessary permissions and documentation for site access are obtained prior to execution. The final deliverables from the contractor shall include complete raw aerial imagery, flight logs, and a georeferenced GCP report. The data must be free from gaps, blur, or inconsistencies and must meet the quality standards required for photogrammetry processing.

Terms & Conditions

1. Scope Limitation The contractor’s responsibility is strictly limited to drone survey execution and raw data acquisition. No data processing, modeling, or analysis is included in the contractor’s scope. 2. Data Quality Responsibility The contractor shall ensure that all captured data meets photogrammetry standards, including proper overlap, clarity, exposure, and complete coverage. Any data found unsuitable for processing may be rejected. 3. Flight Compliance The contractor must adhere to the defined flight parameters, including orthogonal and double-grid missions, minimum 80% overlap, and maximum altitude of 90 meters. Any deviation must be technically justified and pre-approved. 4. Ground Control Points (GCPs) The contractor must establish a minimum of 8 GCPs on-site and ensure accurate coordinate recording. Improper or inaccurate GCP data may lead to rejection of the dataset. 5. Data Acceptance & Rejection The client reserves the right to review and validate all submitted data. Any dataset with missing coverage, poor quality, or incorrect georeferencing may be rejected or sent for correction. 6. Payment Terms Payment shall be released only for approved and quality-compliant data. Rejected or incomplete datasets shall not be considered for payment. 7. Work Execution Conditions Survey execution is subject to site access approval, weather conditions, operational constraints of the plant, and availability of required permits. 8. Safety Compliance The contractor must comply with all industrial safety protocols, including mandatory PPE usage and adherence to site-specific safety guidelines. 9. Data Confidentiality All project data shall be treated as confidential. The contractor shall not share, reuse, or distribute any data without prior written approval from the client. 10. Ownership of Data All captured data and deliverables shall remain the sole property of the client upon submission. 11. Timeline The survey must be completed within the agreed execution window, subject to site and environmental conditions. 12. Liability The contractor shall be responsible for safe execution of operations and any damages caused due to negligence during the survey.

Eligibility Criteria

The bidder/contractor must meet the following minimum eligibility requirements to participate in the project: 1. Relevant Experience The bidder must have prior experience in UAV/drone-based survey or photogrammetry projects. Experience in industrial or plant environments will be considered an added advantage. 2. Technical Capability The bidder must possess or have access to: High-resolution UAV/drone suitable for photogrammetry surveys LiDAR-enabled system (preferred) or equivalent high-accuracy imaging system Ground Control Point (GCP) survey capability Required accessories including RTK/PPK systems (preferred) 3. Skilled Manpower The bidder must have: Certified and experienced drone pilot(s) Technical personnel capable of executing survey operations Basic understanding of photogrammetry data requirements 4. Compliance & Documentation The bidder must be able to: Provide valid drone operation permissions/licenses as per applicable regulations Arrange all necessary documentation for industrial site access Comply with safety and operational guidelines 5. Safety Capability The bidder must demonstrate: Ability to operate safely in industrial environments Availability of required PPE (helmet, safety vest, safety shoes, etc.) Understanding of site safety protocols 6. Equipment Readiness The bidder must ensure: Availability of operational drone(s) during project timeline Backup equipment in case of failure (preferred) Capability to execute within defined schedule 7. International Execution Capability (Important) The bidder should be capable of handling: International travel and logistics Equipment transport and mobilization Coordination with overseas project teams 8. Data Quality Understanding The bidder must have a clear understanding of: Image overlap requirements Flight planning standards Data quality requirements for photogrammetry processing
